The Challenge
Bulloch Schools wanted to ensure staff at every level—teachers, interventionists, and MTSS leaders—could implement social-emotional lessons that addressed targeted behaviors and built student self-regulation skills. They needed a system that was structured, proactive, and sustainable across grade bands.
The INcompassing Education Approach
Over the summer, INcompassing Education specialists worked on-site with K–8 MTSS teams for four days to design Tier 1 lessons and supporting materials, and to build Tier 2 and Tier 3 interventions for K–12. Staff then received professional development focused on identifying root causes of behavior, selecting interventions, and using data to measure success.
Throughout the school year, IE provided monthly virtual support sessions for leaders and MTSS teams to problem-solve challenges, refine materials, and build internal capacity for ongoing lesson development.
The Outcome
The collaboration resulted in a districtwide library of SEL and behavior lessons aligned to targeted competencies, a more consistent behavioral framework, and empowered educators who can proactively address student needs. By establishing a structured and tiered system, Bulloch Schools laid the foundation for a more responsive, supportive learning environment.

Bulloch County Schools — Building Tiered Systems for Behavior Support
When Bulloch County Schools sought to improve student behavior through a stronger Multi-Tiered System of Supports (MTSS), they turned to INcompassing Education for guidance.
