Case Study
Anderson Community Schools — Building a Sustainable MTSS Framework
When Anderson Community Schools (ACS) sought to develop a consistent and effective Multi-Tiered System of Supports across all grade levels, they partnered with INcompassing Education to lead a comprehensive, year-long implementation plan.
The Challenge
ACS leaders recognized that existing academic and behavioral supports were occurring independently, without a unified structure to guide decision-making or ensure equity of access. They wanted to strengthen Tier 1 instruction while building a sustainable MTSS framework that could scale across the district.
The INcompassing Education Approach
Over the course of the 2025–2026 school year, IE facilitated 15 on-site sessions with district and school MTSS teams, along with 4 days of Tier 1 evaluations conducted by a team of IE specialists.

Summer Launch: Elementary and secondary MTSS teams received foundational training on MTSS essentials, shared leadership, and prevention vs. intervention.

Tier 1 Evaluation: IE specialists conducted classroom visits, document reviews, and interviews across K–12 to assess academic and behavioral practices.

Data-Driven Action Planning: Using findings from the Tier 1 review, IE guided teams in identifying strengths, gaps, and actionable focus areas.

Continuous Improvement: Through monthly cycles, leadership teams set goals, monitored progress, and refined their implementation plans—building ownership and confidence in the process.
The Outcome
Anderson Community Schools developed a shared understanding of MTSS across all buildings, improved collaboration between academic and behavioral teams, and established a sustainable framework for continuous improvement. Leaders gained clarity on Tier 1 priorities, while staff reported greater consistency in interventions and data use across classrooms.
